It argued that there was not an urgent need for them though, and they should be acquired only after the Army had amassed further experience of operating M113s and other types of vehicles in this region. The report stated that the eventual new vehicles "should be able to be easily transported to the area of operations, including by whatever strategic transport aircraft would then be in operation, and that its basic attributes would be a high degree of tactical mobility, modest but adequate fire-power, and protection against small arms, mortars and mines". During the preparation of the report the Army informed its author Paul Dibb that the Project Waler vehicles would have met these criteria. Dibb stated in the report that other military and civilian experts had disagreed with this view, including by noting that it would have been difficult to transport the Waler vehicles by air. He was also critical of the plans to acquire a large training area in New South Wales that had formed part of Project Waler.
