Copyright law is a lot more a function of how good your lawyers are than any objective set of rules, but the simplest way to cover you butt is just to ask the band. What you need is a signed peice of paper (or email) giving you permission to reproduce their lyrics in your magazine. Will they grant that? I dunno. But is you have a creative idea, and a good reason why you need the lyrics for it, and the magazine is non-profit, and a limited printing, then I'd say that you've got a good shot at it.
