I feel for you and the fact that you have missed so much of your education over the past two years. I'm very annoyed with the government, the unions and other labour groups who steadfastly and repeatedly feel that they can use average citizens as mere pawns in their power games. Such is the case with the educational system. When power changed hands in 1995, the Tories believed that the unions and individual school boards had too much control over the provincial educational system (something I sympathised with after getting to university and realising that I was very lucky to have 5 years of English and actually learn how to write an essay -- unlike many of my fellow Ontario students). So they rammed through a series of bills to change the balance of power. Now who wants to give up power when they have it? No one. So in come the unions and school boards, yelling and screaming to hold on to the power that they had. The school boards quickly realised that they would survive better on the sidelines, and neatly stepped aside as the labour movement and government continued the tug-of-war for public opinion over who should have the most power. Results of this were the strike in the fall of 1997 and the strikes and work-to-rule campaigns in the fall of 1998. Now the province has the power, and the labour movement has decided that they can pressure the school boards more effectively with their pleas for power -- constantly blaming the province (and only the province) for the degradement of the educational system in this province. So we get strikes such as the one in TO right now, where a union is pressuring a school board for movement on its budget (where it has little room to move anyways since block funding and additional grants for spec.ed and ESL are determined provincially), and blaming the government. The truth is, every sector of this "game" are to blame. The government is rushing, grabbing power too quickly. The unions are being stupid, shooting themselves in the foot by constantly trying to regain what I think they shouldn't have had in the first place. Unions have *no* public accountability. The only people they are accountable to are their members -- how can they speak for the needs of the whole population? Teacher's unions are interested in one thing (as mandated by their members): get the best deal for teachers. Now the school boards are avoiding the whole thing for the most part and playing hardball with the funding formula. Threatening to close schools when there is still too much administration at most school boards is a political game. The only people here who should have power here and DO NOT are the students and the parents. We are the pawns in this cruel game over which we have no control. The parties in this sick game all claim to be fighting for our best interests, but they're actually only trying to meet their greedy need for power. I volunteer at my old grade school, and it makes me sick. Kids are suffering a crappy education because of a situation where a teacher is being pressured by the union to partake in job action that will remove him/her from the classroom - -- with the ultimate goal of "helping education get better." It's all a crock of shit. So much for trying to stay apolitical.... I urge you to read all of the article (this internet tax forward has been circulating since November!). Heather Moore (this is not an attack, so please don't feel jabbed -- I just want to set the world right) Maige sent this: >>> The House has a bill set up for a vote ASAP on whether to charge >long distance charges for Internet access even if you dial-up locally. [snip] >>> The address is http://www.house.gov/writerep/ Notice the similarities in the article below. From miningco.com: 20 January 1999 Even though it's been debunked by just about everybody, the rumor rages on via forwarded email alerts: the U.S. government, we are told, is on the verge of enacting legislation that will raise our Internet access costs by allowing calls to ISPs to be charged at long-distance (i.e., per-minute) rates. The rumor is false, as I will explain shortly. It is nonetheless popular, exemplifying a genre of Internet folklore dating back to the " modem tax" legend of the early '90s. The rumor then was that the FCC was about to approve a surcharge on all phone lines connected to computer modems. A grassroots email campaign resulted in a flood of protests to the FCC, in spite of the fact that it had no such ruling under consideration. In similar fashion, the latest rumor has generated hundreds of thousands of email complaints from "well-meaning but misinformed people" over the past two years, says the FCC. Much like the issue of computer security, which has given rise to a body of lore including virus hoaxes, hacker alerts, and rumors of privacy invasion, low-cost access is and will likely always be a "hot button" topic among Internet users, hence fertile ground for rumormongers. False rumors often paint a true picture of a community's deep-seated fears and concerns. Here's a typical email rendering of the current one: - ------- Date: Tuesday, January 05, 1999 7:50 PM Subject: INPORTANT!!! PLEASE READ!!!!!! THIS IS NO JOKE !!! CNN stated that the Government would in two weeks time decide to allow or not allow a Charge to your phone bill equal to a long distance call each time you access the internet. The address is http://www.house.gov/writerep/ Please visit the address above and fill out the necessary form! This is not a joke....but REAL. We all were aware that the Government has been pressured by the telephone companies to consider such a charge and now it's reality..... If EACH one of us, forward this message on to others in a hurry, we may be able to prevent this injustice from happening! - ------ The irony is that similar messages warning that the government will make a decision "in two weeks" have been circulating since early November, more than two months ago. The earliest of these coincides with news reports about a ruling under consideration by the FCC (not Congress) pertaining to "reciprocal compensation" arrangements between local telephone companies. The ruling (still pending at this writing) will decide whether calls to ISPs should be regarded as interstate transactions, since Internet traffic is not, strictly speaking, local. It would only affect the rates phone companies charge each other for the use of local lines to complete such calls. (See the FCC Fact Sheet on this issue for a more thorough explanation.) In some quarters, including news organizations such as CNN, this was misinterpreted as having an impact on the rates phone companies charge ISPs, and thus on consumer access fees. As CNN ominously reported on November 7, "The cost of going online could go up significantly if the Federal Communications Commission decides that dialing your local Internet provider is a long-distance call." It was an erroneous assumption. FCC chairman William Kennard had announced the opposite just the day before: "The FCC has repeatedly stated for the past decade – and is stating again today – that it is NOT repealing the ISP exemption that [prevents] Internet service providers from paying per-minute charges to local telephone companies." Unfortunately, the rumor was well underway. Even now, in spite of plenty of information to the contrary on this site and elsewhere, people persist in believing the email alerts and continue forwarding them hither and yon with righteous indignation. Two days ago, the Arizona Republic reported that Congressman Ed Pastor had received no fewer than 85 messages of protest since November, the bulk of them during the past two weeks. Pastor's office responds to the protests by kindly denying the rumor and handing out the address of the FCC Web page listed above. Other members of Congress are doing the same, and likely will be for quite some time to come. "Internet misinformation resembles one of those fires that start up in huge piles of tires," observed the author of the Arizona Republic article. "You can knock them back, but never really put them out." The FCC can vouch for that. Come to think of it, so can I. Letterman's mild-mannered alter ego (I forget his name) goes about his business, with a certain word being the basis of the story (e.g., custard). The villain in these vignettes, the Spell Binder, changes a key letter in the word (changing the "c" to an "m," providing us with "mustard"), the characters reacting and/or situation changing appropriately, always for the worse. The mild-mannered person morphs into Letterman and, always tearing an ever-convenient letter from his sweater (in this case, a "c"), resolves the situation appropriately (usually in the nick of time), foiling the Spell Binder's diabolical plans. "Spiderman"--based on Marvel Comics comic books. The only derivation from Stan Lee's timeless classic is that Spidey is always in character (no Peter Parker here). Also, Spidey was mute, his thoughts always expressed via speech balloons which everyone could read. Going to bed now. Obsessing is baaaaad Fiona (wow I managed to keep that vaguely on topic.
