It's hard to see in the photo but the wrists don't look like Thomas', for one thing. Thomas has very strong wrists (I have a strange obsession with wrists.. :) even as a young man, but the guy in the image seems to have thinner ones. And I've never seen this costume before in any other photos from the Hyperactive! tour. Though there are, of course, things we haven't seen documented before... such as the infamous Brenda O'Leary! And it is strangely lit, so my anatomical detective work may be flawed.
