Yup. It's because the artists and the labels have deals that relate to territories. And even now with the barriers of territory in name only, the labels still have antiquated terminology in their deals that relate to sales in specific countries...not in terms of global sales. For instance, some bands don't have recipricol deals with their parent label for certain parts of the world (our act Harem Scarem is signed to us in North America, but a Warner Music affiliate in Japan), so each label is responsible for iTunes in the territory in which the have rights. Alas, bands with universal (small "u") distribution get caught in the web that is this territorial parsing where downloading is concerned.
