Sounds entirely like the antecedent of Olivia Tremor Control's Black Foliage album to me. Hugely Elephant 6ish. Anyway, I had the opportunity to interview Bill Holt a few years ago and was shocked (and stunned) to find out that he was then a Republican candidate for US Senate in Delaware. I mean, to Josh's point, how often do the artists behind trippy psychedelic pop albums end up becoming conservative politicians? Holt admitted himself it was quite a dichotomy.
