The first album is a classic -- no doubt. But are they one of the greatest bands of all-time? Not even close by a long shot. I think Josh stated their case and it's a thin resume. It's not that a band can't be an all-time great with a small body of work -- for example, The Sex Pistols belong due to extreme historical significance alone -- but a great debut album, only one other undisputed good album (Learning To Crawl) and otherwise inconsistency -- though at some point they just became disposable -- doesn't cut it. Geez, Nick Lowe and Squeeze, just to name two contemporaries, have much more impressive bodies of work.
