What makes a release an EP?

Million Dollar Milkshake (a fine album and list contender for me) clocks in
under 30 minutes.  Making Playthings, the EP by the Color Bars is 32:17.
Love is Hell Part 1 by Ryan Adams is 34:48.  What makes these latter two EPs
other than that they are called EPs?  Some of the greatest albums of all
time are shorter than the Ryan Adams.  And I'm inclined to paste Love is
Hell parts I and II together and put it on my list as an album (as was
originally intended).
