Although "I Fought The Law" predates power pop by one year (the term was coined by Pete Townshend in 1967), I'd say it's power pop.
Can a song be pre-power-pop?

PS: If we count anything recorded before 1967, then I vote for The Beatles' "I Want To Hold Your Hand" to be the first power pop song.
