I of course voted for UK's Beaulieu Porch (Simon Berry) who's released 2 records in less than a year. I also highly recommend checking out Simon's power-pop side under the nom de plume Spider 72. You can hear it all here:

There's been a growing trend in psych-tinged groups the past several years, which is a great thing IMO.
My absolute favorite of the year so far is from Maston (Frank Maston, and he has a real group behind him), a true sun drenched southern California mix of Sea of Tunes outtakes & Fading Yellow baroque. Like those 2 Jacco Gardner 45s last year, and 2008's Juniper's Cut Your Key, this give me goosebumps each time I hear it. In the US, courtesy of the same label as Jacco Gardner, The Resonars and The Wrong Words.
