Not drugs or gambling, it was Entwistle's refusal to cut back on the rock star life style...cars, homes, massive guitar collection (see "Success Story" segment from Kids), £100 bottles of wine, etc that caused his serious debt.

Don't know anything about the Who's finances, but if he did have drug and 
gambling issues, there's two potential reasons right there.
