Low sales are exactly the reason. Several years ago, Warner Brothers really made a stab at trying to make music DVDs a viable market. It just never really paid off for them. Certainly releases with a 0 territory code and can be played on a PAL or NTSC player (which actually most DVD players today can read both formats) have the best chances for sales.
