That's more akin to the job description of a film producer -- the guy who acquires and administers the resources that enable the film to be made -- than of a music producer, whose job tends to deal more with the creative side of the project than with the financial and administrative side. However, it's not unprecedented for someone to receive a producer's credit on an album for fulfilling a role that's actually closer to the cinematic use of the term.
