Since 1990?  Piece of cake.

The Posies - Dear 23.  

It's right there with Rubber Soul (US version), Goodbye Yellowbrick Road, and Rumours as a
an absolutley PERFECT, UNIMPROVABLE slice of pure pop perfection.  And I think I'd even drop the post-1990
qualifier and name it best power pop studio album ever made.  Third only to the original 1976
RASPBERRIES' BEST  and the first cd BEST OF BADFINGER on my alltime power pop desert island disc list.
