It's a retroactive name given to a wing of the UK indie scene in the
last half of the '80s, named after a promotional cassette that the NME
put out in 1986. The ironic thing is that many of the bands who were
actually ON the C86 tape don't really fit the parameters of what's now
considered the C86 sound: scratchy/fuzzy guitars, generally speedy
tempos, vocals that tend toward the shouty and off-key, that sort of
thing.

Pretty good definition (with the tracklisting of the tape) here:

The Pains of Being Pure At Heart (good band, awful name) and Very
Truly Yours are part of a handful of current bands who seem to be
reviving the C86 sound wholesale. Vivian Girls are another, along
with the Crystal Stilts, although I think they've also got a lot of
the old Clean/Chills sound about them.
