 Here is a thought. Merriam Webster (as far as dictionaries are
concerned I feel is a little over-rated) defines that word
as " to place too high a value on".
 Hmmmm, so if I think let's say Oasis stinks, can i really 
say they are over-rated? Not really, because I do not place
a high value on them.
 At the same time can i say that someone who thinks they are
the best is over-rating them? Not really because that person
places a high value on them not me. 
 Semantics? Maybe.
