I found the song on a badly deteriorating mix tape I made at least 7-10
years ago (or longer). I'm guessing the song is from the mid-to-late 90s.

It's a fine piece of guitar pop/rock that ends in one of the finest smoking
guitar frenzies I've heard in a while. I thought it was the Gigolo Aunts,
but I don't think it's them. The song starts at a loping pace, ups it a
notch, slows down, and then kicks in.

The lyrics are hard to make it out except.

You ain't going nowhere
Going nowhere
Woo hoo HOO

I know it's not much to go on.

Any help is much appreciated.
