sometimes the ISP may be having DNS problems. This Domain
Name Server basically translates www.yahoo.com to the
actual IP address. 9.147.114.210 for example. If the server
is down trying to access a website using the URL will fail.
I have seen this happen at work where our browsers seem
unconnected to the network, but using other tools presents
no problem.
