If you grab the fairly new SONY compilation "The Essential Clash" they do a 
fine job of mixing both together to represent the first "album" (as it 
were).

From the US release:
White Riot
Complete Control
White Man In Hammersmith Palais
Clash City Rocker (Original Version)
I Fought The Law

From the UK release:
London's Burning
I'm So Bored With The USA
Career Opportunities
Hate & War
Cheat
Police & Thieves
Janie Jones
Garageland

The only "essential" tracks from the two albums they missed (IMHO) was "Jail 
Guitar Doors" and "Remote Control".
