The Halibuts do very good surf instrumentals.  My favorite is "It's A 
Wonderful Halibut".

I also enjoy all of the instrumentals (surf and otherwise) by Southern 
Culture on the Skids.  They are one of the best live bands you can see, as 
long as you don't have a problem with their white trash shtick.

For me, it's surf instrumentals, and non-surf instrumentals that feel like
they belong in the surf-instrumental category.   Specifically:

DICK DALE & THE DELTONES: "Miserlou"
THE ASTRONAUTS:   "Baja"
THE SHADOWS:   "Apache" and "Wonderful Land"
THE VENTURES:   "Walk, Don't Run"
JACK NIETZSCHE:   "The Lonely Surfer"
DAVIE ALLAN & THE ARROWS:   "Blues Theme"
THE PYRAMIDS:   "Penetration"
THE CHANTAYS:   "Pipeline"
LINK WRAY:   "Rawhide"
