Something went wrong when I started this; my apologies if I posted 
essentially the same thing twice...

Some of my fave bands are melancholy masters:

Gene: "Olympian", "We'll Find Our Own Way", etc

Trashcan Sinatras: "Earlies", "Obscurity Knocks", "You Made Me Feel", etc

Amelia Fletcher of Heavenly/Marine Research/Tender Trap has a knack for 
combining upbeat pop with depressing lyrics.

The same goes for the Popguns: "Every Dream", "Over Your Head", etc.  In 
fact, their album Love Junky is one heartbreaker after another.  It can be 
found criminally cheap used.

Bill Ricchini's last album had a few great ones: "Eugene Hill", "She Doesn't 
Come Around Here Anymore"

Other Faves:

Mary Chapin Carpenter - This Shirt
Cosmic Rough RIders - The Pain Inside
Liz Phair - Divorce Song

I think the best sad songs usually have a glimmer of hope to them.
