That's a hard list to argue with, Dave. I assume you mean artists/bands that have released records in the past 15 or so years. Here is my list of favorites (I can't narrow myself down to a distinct top 10), which might be somewhat different if I compiled it an hour from now:

1.  Chris Brown (best soft-pop album of 2006)
2.  Fountains of Wayne (for the landmark Utopia Parkway alone...)
3.  Phil Angotti (his last two albums, especially, are off-the-charts great)
4.  Andy Partridge (what a fascinating trip the Fuzzy Warbles series has been)
5.  Jeffrey Scott (two albums in one year of service to the pop community and both are excellent)
6.  Michael Carpenter (for his body of work, which is astounding)
7.  David Grahame (because there is simply no one like him; a musical genius)
8.  Evan Hillhouse (because he's barely out of high school and already he shows enough promise to rise to the top)
9.  Jeff Larson (because no one does Southern California pop like him)
10.  Jeff Foskett (because no one does Southern California pop like him)
