Though I don't doubt the incompetency of such a large bureacracy, a previous 
discussion on this list about the above article and list of artists who 
haven't been found is misleading. SoundExchange lists artists who haven't 
JOINED their ranks by designating them the same as those who can't be 
loceated...which isn't entirely the same thing as being unable to contact 
them.

Some artists have either chosen not to or have yet to sign up for the 
SoundExchange program.
