But the reason for the multiple reissues is because of the limits of the
licensing agreeements. There are plenty of artists whose work has been
issued on CD without a new issue (ex. -- most of Bruce Springsteen's work)
for well over a decade. While Elvis will always draw new fans, they'll have
to buy whatever version of his work that he deigns to foist upon the public,
while he hops from label to label like he's Lindsay Lohan going party
hopping. The real market for the added tracks is new fans, with a
consideration towards the burgeoning secondary market of past issues of
Costello titles (three different versions of Armed Forces! And now a
fourth!). There are certainly justifications for doing this, but big fans
are potentially screwed, in a manner somewhat similar to artists who give
'exclusives' to three different retail chains, forcing a big fan to buy
three copies of the same new release to get everything.
