Best of a bad lot. The third-wave UK punk bands (a.k.a. the Oi!
bands) suffered a lot from a problem the first and second batches
never had: it had become codified what was and was not "punk," and
therefore their music was comparatively limited. (It's kind of like
what happened with power pop when there started to be a lot of bands
whose main goal was to sound as much like the Raspberries and
Badfinger as possible.) But as far as those bands go, the Upstarts
were comparatively pretty good: "The Murder of Liddle Towers" was a
great single, and I remember really liking WE GOTTA GET OUT OF THIS
PLACE (yes, there's a cover of the Animals song, which itself proves
the lack of imagination of this wave of bands, if you wanna look at it
that way) back in the day. If you like Sham 69 or Cockney Rejects,
there's no reason why you wouldn't like the Angelic Upstarts.
