I don't think anyone does. I think the proliferation of different
forms of media (internet, cable/satellite TV, etc) has pretty much
destroyed the monoculture. The people who *care* about music care
about wildly different people, while people of previous generations
felt passionately about the same music. I'm of that generation (the
older end of it) and my favourite bands of the moment would be The
Negro Problem, The Wondermints and Candypants. Other friends would
mention Belle & Sebastian or The Free French. My younger (18-25)
brothers and sisters mostly listen to remakes of old 70s soul classics
but with someone talking about 'niggers' and 'bitches' over the top.
My American friends in my age group have a huge fondness for Jack
Johnson and the White Stripes, but so does my mother... there are a
lot more subcultures now, and they're a lot smaller.
