Many have listed some great soft pop artists that didn't hit Top 40 
status in the USA or anywhere else. Craig, Stewart and others hit 
some of my favs.
I'll add more that I didn't see or I just missed them: 
Nirvana, Nino Tempo and April Stevens, Lee Hazlewood (Some Velvet 
Morning), Scott Walker, Chuck and Mary Perrin, Margo Guryan, The 
Hobbits (a few tracks anyway), Pearls Before Swine, The Critters (a 
few tracks), Maury Muehleisen, Thomas and Richard Frost, Honeybus 
and so on.
