Yes and yes.
I suspect the real reason for this, as with Let It Be... Naked, Yellow
Submarine Songtrack and the other remix projects, is protection
against copyright laws. The Beatles' recordings start going out of
copyright in the UK in 2013, but these remixes - which can be
advertised as 'new, improved, the way the band wanted you to hear
them!' will be in copyright for decades more (and I bet they copyright
them under USian law rather than UK if they can)...
