I use mp3gain. It's a free opensource app. It has a gui or you can use it
from the command line, which is handy if you want to normalize lots of mp3s.
You can find it here:

http://mp3gain.sourceforge.net/

There is also another one called normalize, but I haven't used it. It can be
found here. 

http://normalize.nongnu.org/

There are probably others as well.
