Of course...I forgot all about the Jay Ward cartoon universe. Was anything funnier than the Rocky and Bullwinkle Cold War Humor? Genius. 
Thanks for the clarification.

A quick look at the internet reveals that Matt Groening gave Homer the middle name "Jay" as a tribute to Jay Ward cartoons. Brilliant.
