My first response was "goes to show just how wack those French politicians
really are". France has alot of troubles (ALOT) and this sounds like another
lefty-fundamentalism stumble. But a comment I read - RIAA is forcing
American laws on the world" - makes me step back. I don't know.

Here's a story that covers the proposed French anti-piracy law that this was
a reaction to. Pretty extreme.
