A couple of these may be a little "low class," but:

Uptown Minneapolis
Westport neighborhood of Kansas City (or the nearby Plaza, which is more 
upscale)
Coventry in Cleveland Heights, near Cleveland, and Ohio City and Tremont in 
Cleveland
Hawthorne in Portland, OR (or NW 23rd for something more upscale)
Capitol Hill in Seattle
Georgetown and Dupont Circle in Washington
South Beach in Miami Beach
Squirrel Hill in Pittsburgh
Inner Harbor of Baltimore
Central West End, St. Louis  (The U-City loop is less upscale)
Omaha Old Market (I think that's what it's called)
