For example, the second most oft-cited "greatest Christian
rock record" is Randy Stonehill's WELCOME TO
PARADISE, which I find to be a really mainstream
and unappealing variation on what Norman does.

That's odd...Larry Norman Produced the record.

As far as being "a really mainstream
and unappealing variation on what Norman does"
I have to dissagree wholeheartedly...though some of the songs have a bit of "schlock", 
which some may just consider to be heart-felt strings in some ballads, Stonehills'
tongue in cheek delivery and plaintive falsetto combine to make a completely entertaining
pop/rock album...regardless of his beliefs.  When he's not trying to sing pretty
it's rockin', raw, and definately genuine.

Though Norman is credited to being the Grandfather of CCM, I'd rather say Phil Keaggy is to be 
honored with the "best Christian Rock album" award.  The PKB Band album "Emerging" '77(re-released in 2002
as Re-Emerging...finally!)has shades of Beatles, Byrds, The Who, and, simply, Phil Keaggy playing some ripping guitar
over some great chord progressions.(second choice would be "Love Broke Thru" '76, also a Keaggy album).
Enjoyed them then, and still do to this day.  

Though there's a lot of shizzle in CCM's past(and present) here's a short list of really amazing records of the genre, as it were,:
Phil Keaggy -  Sunday's Child, Town To Town, Play Thru Me, Find Me In These Fields, Crimson and Blue
2nd Chapter of Acts - Rejoice(on which Kerry Livgren "Brian May"s all over the place.)
Randy Stonehill - Between The Glory and The Flame(Power pop!)
Daniel Amos - Horrendous Disc (Beatles and 10cc come to mind.  Very intersting arrangements and great songs.)
Keith Green - For Him Who Has Ears To Hear(Unique and quickly taken voice, and quite a piano player)
Kerry Livgren's AD - Art of the State(progressive pomp-rock)
Prodigal - Just Like Real Life - (New wave power pop)
Matthew Ward - Toward Eternity(Phil Keaggy rocks all over this and in spots it is as funky as it is heavy!)
Chuck Girard - Written on the Wind (almost like Dennis Wilsons solo outings)
Larry Norman - Something New Under the Son(If you wanna rock hear Norman
tear it up in a very Rolling Stones-rock way you have to hear this.)
