Mark - I use a thing called "MP3 Editor" (oddly enough) that allows
editing of the waveform. It's from a company called Data Becker, and
cost $29 or something like that. It's not intuitive and a little painful
to use but gets the job done.

For WAV files I've always just used the Sound Recorder app in Windows,
but I use that mainly just to clip and cut and paste things.
