It would have to be earlier than that -- I just finished Jim Drury's
excellent and illuminating SQUEEZE SONG BY SONG, and Squeeze toured
the US relentlessly from the first album onwards. (Big thumbs up for
this book, incidentally.)
I've seen plenty of opening acts that were better than the headliners.
Back when I was living in Albuquerque, whenever Flake (the band that
turned into the Shins) were opening for some touring act, they were
almost always better than the headliners. And as a general rule, if
you were playing in Albuquerque in the '90s, Flake, the Ant Farmers or
the Rondelles -- or some combination thereof -- were your opening act,
so I saw them a *lot*.
