Here goes....a year of terrific music made this a tough assignment...sincere thanks to all these great artists for absolutely stellar cds (and many others who fell just below the top 20 with releases nearly as great- you know who you are because I've probably contacted you off-list):

Action Pact by Sloan was at #3, but although I was rating the 2004 US release, I think it came out in 2003 in Canada, making it ineligible. If this release does qualify, please reinsert at #3 and shift those beneath it down one slot.

The following definitely would have been in the top 10 if it wasn't a compilation of previously released / unreleased tunes:
