It's the body of work over 35+ years that counts for me and given that criteria how could he not be included?  
 
But who really cares.  It doesn't validate my enjoyment of his work whether he is in or not, although I suspect that is the motivating factor for some fans.
 
And to declare my bias, I co-moderate the Todd list that Josh referred to previously.

I don't think he'll ever get in unless there is some sort of renaissance of appreciation of his work by a younger generation of musicians (like grunge made Neil Young hip again.) But I tend to think he belongs. I think his most enduring credits are as producer; Something/Anything stands as a classic album, and "Open My Eyes" as a classic 60s song, but I'm not sure he has any other work as universally enduring (as fond as I am personally of some of it). But his work with the Band, XTC, Grand Funk, Meat Loaf, and as Power Pop producer (TPOH, Bourgois Tagg, Cheap Trick, Badfinger etc.) earn him a slot.
