To each his own; I look at this list, and my spit take is Percy Sledge. 
I've always hated "When a Man Loves a Woman," and I don't know what else 
qualifies him.

I think the Pretenders belong.  Historical precedent suggests that this body 
of work is HoF-worthy:

The entire first album
"Message of Love"
Talk of the Town"
"Cuban Slide"
"2000 Miles"
"Back On the Chain Gang"
"My City Was Gone"
"Middle of the Road"
"Don't Get Me Wrong"
"Night in My Veins"
