If you're *really* starting from zero, there's a recent two-disc 
budget comp called THE ULTIMATE COLLECTION that's the best 
all-inclusive starting point I've ever seen, featuring almost all of 
the most essential singles.

From there, most people are going to tell you to leap immediately to 
VILLAGE GREEN PRESERVATION SOCIETY (and I do wonder if the HP "Picture 
Book" ads are having a "Pink Moon" effect on this album's sales), but 
personally, I think the single best starting point in the entire 
catalogue is its immediate predecessor, SOMETHING ELSE BY THE KINKS. 
It's a flat-out masterpiece that includes not one, not two, but *five* 
of their all-time greatest songs: "David Watts," "Death of a Clown," 
"No Return," "Harry Rag" and "Waterloo Sunset."  Start there, and then 
go to VGPS, FACE TO FACE (the one before SOMETHING ELSE) and ARTHUR, 
and then proceed from there in whichever direction you please.
