I wrote on this yesterday but I'll repeat - I spoke directly with Bruce
Spizer who was a consultant for this project and was originally slated
to write the liner notes. He told me Apple in the U.K. was responsible
for the artwork and graphics and Capitol in the U.S. was responsible
for mastering the recordings to disc. Of course they had to get
approval from Apple to use the masters but they (Capitol) prepared them
for release using Sterling Sound in NYC, not EMI in the UK. As you'll
see, Mark Lewisohn wrote the sleeve notes which indicates a UK slant on
the packaging as Spizer is eminently more qualified than Lewisohn to
write about the U.S. releases and should have been given the job. I'm
not saying the graphics came out of the Apple offices but they were
responsible for putting it together and approving it for release. It
was probably farmed out to a UK agency but it definitely didn't
originate from Capitol in the U.S. I'm only passing on what Bruce
Spizer told me. Incidently, the design and graphics is listed as
Wherefore Art? - the team responsible for the awful Let It Be Naked
packaging.
