I believe (don't have the new set in front of me, so I can't check for
sure) that Apple only issued licenses for the masters -- it's Capitol's
graphic art and design dept., and maybe marketing/promotion people
(they could be at the tower on Vine in Hollywood, or in New York,
I dunno) who designed the packaging. Apple doesn't have a staff 
who work on things like this, as far as I know. It may only be Neil
Aspinall and a very small staff. Aspinall, however, may give the 
"thumbs up" approval for designs of Beatles releases, and/or Paul
McCartney, Ringo Starr, Yoko Ono and the Harrison estate may
also, but I don't think Apple had anything to do with it...
