Here's what I recommend you do:
1).  Back up the CD you currently have as best you can, including the 
scratch.  The BEST program to do this is Exact Audio Copy from a grad student in 
germany.  Best of all, it's free.  It is the best CD ripper/duplicator ever made.  
It can be programmed to read the CD up to 82 times before it decides if a bit 
is a 1 or a 0.  Frequently just running a CD thru this program will clean it 
up.  It's available I think at www.ExactAudioCopy.de
2).  CD (or DVD) Skip Doctor is the best scrubber around for getting out 
scratches.  It is not a complete solution however.  I've found that post treatment 
with a nice car polish brings back the gloss - which is important - less lost 
bits...
