Can anyone help me with this issue?

I¹d like to post a cover version of Lindsey Buckingham¹s ³Go Insane²
(performed by me) on my webpage. However, I¹m not sure that I¹m allowed to
do so. I know that if I was charging money per download, I¹d have to pay
Lindsey¹s publisher the industry standard mechanical royalty. But I¹d like
to just have my version of the song available for FREE download...can I
legally give away a recording of a song written by someone else?
