Taxi listens to your material and passes it on to those they think might be 
able to assist.

They recommend stuff...placing is up to those at the receiving end.

I know of at least three cases where a writer has gotten material placed 
with other artists, in a TV ad, and with co-writers. What you pay for is 
access to their bulletin boards where you can place ads and song clips for A 
& R, publishing and artists to check out. Taxi just ties industry people 
together without actually facilitating any deals.
