I think they used a Vocoder on those robotic sounding parts. It was a major
"hook" for that song. Cher doesnt need auto-tune, she can be a great singer
when she gets the right material. 

Theres a strange trend in Rap/R&B and dance music now to take a 70's female
vocalist and pitch them to chipmunk speed. Theres one rap hit right now that
samples Chaka Kahn that does this.  I also wish they would use Autotune on
Rappers who attempt singing (see Jay-Z's "Girls Girls Girls")..
