Paulo --
The rules are designed to give a record that comes out in different areas of
the world in consecutive years two chances -- unless the record makes the
final top 20 in its first year of eligibility. For example, last year,
Sparks LIL' BEETHOVEN was eligible, as it had been released in the UK and
Germany -- it got a few votes. It came out in the U.S. in 2003, and has
gotten a bit more support. So BMX Bandits is definitely eligible for the
2003 poll. Presuming it will see release in other countries in 2004, it
would be eligible then.
Note -- when records come out real late in any given year, I think it's
alright to treat them as coming out the following year.
So, I'd follow your heart with your Top 20, based on all my nattering. Last
year, I made the Sparks disc my # 1, and at one level, I wish I had waited,
as it might have helped Sparks gain a Top 20 position this year. But I was
so excited about the record that I had to rave about it right away.
