Good question. This is where the honor system comes a bit into play. If an
album has a wide national release on an indie one year and a major picks it
up the next year, assuming the original release was the bulk of the prior
year, it shouldn't be eligible. For example, last year, The White Stripes
WHITE BLOOD CELLS was picked up by V2. But it had been out for a while in
2001 on Sympathy for the Record Industry. Thus, it wasn't eligible.
However, often a record comes out on a small label and is picked up quickly
enough that it is never really distributed in its initial release. I think
the Bleu record would qualify under that scenario -- it was out for just a
bit and then snapped up. That would be eligible.
This is really the grayest of the gray areas -- so use your best judgment.
If any record becomes an issue, I'll mention it on the list.
