I'd put "Stoneage Romeos" by the Hoodoo Gurus on a great album list. There are some stand-out tracks (I Want You Back, Leilani, My Girl), but I usually think of it as a complete album. Same goes for "Submarine Bells" by The Chills.
I'd also add The Vandalias' "Buzzbomb" to the list, though I've always thought that their cover of "Funky Monkey Baby" (as charming as it is) interrupts the album's flow. The Merrymakers' "Bubblegun" (Japanese version) also seems like a cohesive and consistent album.
And The Jam's "Setting Sons" is also a fine collection of songs based on a theme...
