As far as power pop is concerned...
I've always enjoyed the Posies "Dear 23" as an *entire* body of work.
Others that come to mind:
Matthew Sweet - 100% Fun
Owsley (self-titled)
Split Enz "Time & Tide"

To me, the best "albums" are the one's that have few or no
bad tracks...it's a stream of music you want listen to all the
way through.
