Some that came to my mind..

You Am I: "Please don't ask me to smile".  OK, not so punky but hey, 
he's it's all about being 13.

Replacements: "Little Mascara".  I'd say "Run It" if she were 16 and 
I had no conscious. Such a great adolescent song. 

Billy Bragg: "Greetings to the New Brunette"
Johnny Thunders: "You can't put your arms around a memory"
The Figgs: "Reaction"
The Rezillos: "Top of the Pops"
Buzzcocks: "Ever fallin in love" (or so many others)
Undertones: "Family Entertainment" (or so many others)
Stiff Little Fingers: "Suspect Device" (hmmm, maybe wait till she's 
15)
Sloan "Iggy and Angus" could work with subject matter too.
